Transformational leadership describes leadership that changes what followers want to do rather than only what they are paid to do, in contrast with transactional leadership's exchange of reward for performance. The Podsakoff operationalisation specifies six transformational behaviours — articulating a vision, providing an appropriate model, fostering acceptance of group goals, high performance expectations, individualised support, and intellectual stimulation — plus contingent reward as the transactional comparison. Specifying observable behaviours rather than charismatic qualities is what makes the framework usable for development.

Framework describing leadership that changes what followers want to do rather than only paying them to do it (Bass, 1985). Podsakoff, MacKenzie, Moorman and Fetter (1990) synthesized the literature into six observable transformational behaviors: articulating a vision, providing an appropriate model, fostering the acceptance of group goals, holding high performance expectations, giving individualized support, and providing intellectual stimulation. The same study measured contingent reward, the transactional habit of tying recognition to results, side by side with them: it is an exchange rather than a transformation, it is not the opposite of transformational leadership, and strong leaders often score high on both, so the two are read as a contrast within one profile instead of as ends of a single ruler.

歴史的背景

Burns introduced the transforming-transactional distinction in his 1978 study of political leadership, and Bass brought it into organizational psychology in 1985 with the Multifactor Leadership Questionnaire and the Four I's: idealised influence, inspirational motivation, intellectual stimulation and individualised consideration. Podsakoff and colleagues published their behaviour-based alternative in 1990, motivated by dissatisfaction with the MLQ's factor structure and its conflation of leader behaviour with follower attribution. Both traditions remain in use, and the resulting instrument heterogeneity is a persistent obstacle to cumulative findings.

The leader behavior of identifying new opportunities for the group and communicating a picture of where the work is going that people can see and want to reach (Podsakoff, MacKenzie, Moorman & Fetter, 1990). It is the behavior that turns a direction held in the leader's head into something the team can steer by.

People read what a leader does faster than they hear what a leader says, so this behavior decides whether instructions arrive with support or against a counter-example.

The leader behavior of promoting cooperation toward a common aim: framing targets as collective, pulling divergent efforts back to the shared goal, and crediting results to the team (Podsakoff, MacKenzie, Moorman & Fetter, 1990). It is what makes coordination cheap, because the goal already belongs to everyone.

The leader behavior of demanding excellence and refusing second-best work (Podsakoff, MacKenzie, Moorman & Fetter, 1990). The construct measures the size of the demand, not its wisdom: the same level of demand reads as belief when it arrives with individualized support and as pressure when it does not, which is why it is interpreted next to that behavior rather than on its own.

The leader behavior of showing respect and attention to each follower's personal needs and feelings (Podsakoff, MacKenzie, Moorman & Fetter, 1990): consulting people before decisions land on them, adapting to the individual, and keeping track of what is going on beyond the task list. Where it is high, precedent is not an argument and disagreement with the leader is survivable; where it is low, a well-aligned team solves this year's problems with last year's playbook.

The transactional leader behavior of tying recognition and reward clearly and promptly to performance (Podsakoff, Todor & Skov, 1984; measured alongside the transformational behaviors by Podsakoff et al., 1990). An exchange rather than a transformation, and not the opposite of transformational leadership: it is one of the most consistently useful things a leader does, and strong leaders often show both.

実践的応用

Transformational leadership behaviours predict follower job satisfaction, organizational commitment, citizenship behaviour and, more modestly, objective unit performance, in a very large meta-analytic literature. They are the backbone of most leadership development curricula and 360-degree feedback instruments. Self-rating is the weakest application, since leaders' self-perceptions correlate only modestly with follower ratings; the framework's value in self-knowledge is in naming which behaviours one actually performs as against merely intends.

批評と制限事項

Van Knippenberg and Sitkin's influential 2013 critique argues the construct is fundamentally flawed: the dimensions have no compelling theoretical rationale for being grouped, they are almost never examined separately despite different correlates, and the measures confound leader behaviour with its effects on followers, making the outcome correlations partly tautological. Common-method bias is severe, since followers usually rate both the leader and their own attitudes. Effect sizes shrink substantially when objective performance rather than follower perception is the criterion, and the framework tends to obscure the situational and structural determinants of unit performance.
